Un quart de siècle auparavant, en 1919, Jacques VALDOUR, intellectuel devenu journaliste de terrain bien-pensant tendance royaliste, s'établissait dans le monde ouvrier pour le connaître - un peu comme Jean-Henri FABRE étudiait le monde étrange des fourmis - et il décrivait ainsi la ville :
« Puteaux a beaucoup gardé de son caractère d'ancien village suburbain. Ni les rues ne sont larges, ni les maisons hautes. La petite ville offre l'aspect calme et recueilli d'un faubourg provincial. Mais elle s'allonge sur la rive gauche de la Seine, en l'un de ses méandres, non loin des côteaux boisés de Saint-Cloud, devant une longue île verdoyante et la masse des arbres du Bois de Boulogne, les villas et les parcs du coin le plus aristocratique de Neuilly. Au débouché de ces quartiers de haut luxe, de ces pelouses et ombrages où s'étale le spectacle de la vie heureuse, Puteaux, dominé sur la gauche par le Mont-Valérien, vous salut de la fumée noire de vingt cheminées d'usines. C'est la sentinelle avancée de l'armée révolutionnaire, campée là, après Courbevoie et Levallois-Perret ; elle achève avec Boulogne l'encerclement des quartiers riches de Paris et de Neuilly, endormis dans la moëlleuse torpeur d'une vie très douce qui se croit sûre des lendemains.
Quelques garnis misérables, au voisinage immédiat de la pauvre église, dans le plus vieux quartier de Puteaux, abritent les musulmans algériens qui travaillent dans les usines. »
Durant mon enfance, Puteaux n'était encore qu'une modeste ville industrieuse de banlieue, et la Défense un petit rond-point perdu au milieu de nulle part sur le plateau qui domine la ville. De ce rond-point, où une énorme allégorie de bronze exaltait la défense de la nation, partaient quatre routes pavées dont l'une menait à Paris en passant par le pont de Neuilly et l'Arc de Triomphe que l'on apercevait au loin, et une autre, que nous empruntions pour les vacances, menait plein Ouest en Normandie. Une troisième route descendait vers Puteaux. Je n'ai jamais pris la quatrième qui s'engageait vers le Nord dans un no man's land sablonneux de pavillons prolétaires.
A flanc de colline, le haut de la ville était occupé par la classe ouvrière, avec des immeubles en brique, les Habitations à Bon Marché, HBM qui devinrent des HLM, et des terrains vagues que s'appropriaient les gamins de la rue Cartault et des Bouvets, ceux qui portaient des galoches aux semelles de bois clouté. En bord de Seine s'étalait le vieux Puteaux décrit par VALDOUR, où habitaient mes grands-parents CHEVILLARD. Nous étions au centre, dans la partie occupée par les commerçants et la classe moyenne. Chaque classe sociale avait ses quartiers : bonjour, la mythique mixité sociale de la ville !
Notre appartement, au 5ème étage, dominait la vaste place de la mairie. C'est en balançant des pommes du haut du balcon que, vers mes quatre ans, je faillis assommer un gardien de la paix, avec son képi, sa cape bleue et son vélo. Il n'était pas content du tout.
La mairie est encore là, gros morceau d'architecture des années 30, mussolinien à fond avec emmarchements et péristyle dignes d'un empereur, signé par l'architecte NIERMANS, encore un Grand Prix de Rome. Le jeudi et le dimanche, la place de la mairie était le lieu d'un marché très fréquenté. Dès cinq heures du matin, les préparatifs d'installation des étals nous réveillaient, avec le claquement creux des sabots des chevaux, le roulement des chariots sur les pavés, les tintements des tubes métalliques des stands, les paroles sonores des commerçants renvoyées en écho. Les chevaux étaient présents quotidiennement dans la banlieue pour les transports et services municipaux. En été, le vendeur de parpaings de glace menait son cheval qui tirait un long plateau de bois dégoulinant de glace fondante, il avançait lentement en hélant les habitants ; la commande se passait depuis la fenêtre, alors seulement il chargeait un parpaing sur son dos après l'avoir enveloppé d'un sac de jute pour éviter qu'il ne glisse, et il le montait dans les étages en transpirant autant que sa glace.
Les caniveaux des rues, alimentés en eau de Seine, étaient régulièrement irrigués et nettoyés par des balayeurs aux longs balais de fagots. Nous en profitions pour y faire voguer de petits bateaux de papier. Ma mère n'aimait pas me voir faire ça.
L'immeuble, qui appartenait à mon grand-père Simon, au 34 de la rue des Damattes (aujourd'hui rue Lucien Voilin) fait l'angle avec la rue Chante-coq. C'est un gros bâtiment de six étages en briques ocre-rouge 5,5x11x22. Au rez-de-chaussée, une pharmacie occupe l'angle, entre une brûlerie de café, magnifique volcan d'odeurs, une boulangerie dont la patronne a d'effrayants poils au menton, et une crémerie où l'on sert le lait à la louche dans de gros bidons métalliques juste devant de monstrueuses mottes de beurre jaune. En face, à côté de l'église, le cinéma Le Central fait l'angle et me fascine avec ses affiches. En remontant la rue Chante-coq, on trouve la minuscule échoppe de la remmailleuse de bas de soie et une librairie-papeterie qui vend des bonbons et des caramels gagnants.
Ce qui finalement différenciait la banlieue de Paris, c'était l'absence de métro. Il nous fallait d'abord prendre le bus, le 175, avec sa plateforme à l'air libre et son contrôleur actionnant la cloche pour les redémarrages, pour rejoindre le métro à la station Pont de Neuilly. Véritable gare routière qui irriguait un large triangle de banlieues du nord-ouest parisien, on n'hésiterait pas aujourd?hui à appeler cela un « pôle d'échange multimodal ».
Je n'avais pas conscience d'habiter une banlieue, ni surtout de ce que cela pouvait connoter. Je remarquai un jour ma cousine Thérèse, encore préadolescente, annoncer fièrement qu'elle habitait « 52 boulevard Malesherbes à Paris 8ème » avec un ton volontairement signifiant qui ne pouvait laisser indifférent. Elle avait déjà compris, bien avant moi, que l'organisation socio-économique du territoire vous colle son étiquette.
Je me demandais toujours comment la ville se terminait, ce qu'il y avait à l'endroit précis où le trottoir finissait, et où commençait le talus de la campagne. Malgré mes efforts pour rester éveillé tout au long du voyage vers la Normandie, je me réveillais à chaque fois trop tard, nous étions déjà à la campagne, et j'avais raté l'endroit exquis de la commissure.
Après Puteaux, j'habitais Bougival ; ce n'était plus vraiment la banlieue : il y avait encore des vaches et j'ai pu rencontrer dans le bus qui me menait au Lycée de Saint-Germain en Laye un paysan avec de la paille sous les chaussures.
Puis j'allais m'installer dans d'autres banlieues encore, Le Pecq, pour les classes moyennes, Le Vésinet, pour les nantis.
Carrières-sur-Seine, où j'arrivais en 1979, avait encore un aspect de village, préservée qu'elle était de la rage des promoteurs par le simple fait que la ville était entre deux ponts menant à Paris. Le pont de Bezons, au Nord, était le pont des prolétaires : les embouteillages du matin commençaient à six heures pour s'éteindre à huit heures. Le pont de Chatou, au Sud lui, était le pont des cadres et les embouteillages avaient lieu de huit à dix.
Cergy-Pontoise, ville nouvelle où je passais dix années, n'était pas une banlieue, mais une préfecture de province. Certes privilégiée par sa proximité avec Paris, mais définitivement une préfecture de province. Son centre ancien, Pontoise, conservait ses vieilles familles de commerçants, entrepreneurs, magistrats et avocats qui regardaient un peu la ville nouvelle comme un far-west avec ses immigrants et leurs moeurs vulgaires.
Les architectes et urbanistes disaient vouloir en faire une ville de la liberté-égalité-fraternité où les riches, les pauvres et les moyens vivraient heureux ensemble. La réalité se moquait bien d'eux : les classes sociales prenaient leurs marques au fur et à mesure de la création de la nouvelle ville, les nouveaux quartiers faisant leur tri socio-économique par le savoir-faire des promoteurs, la conscience de classe, et la bonne grâce du libre marché.
Les architectes et urbanistes disaient aussi vouloir en faire une ville du calme et de la sécurité où les voitures seraient séparées des piétons. Du coup, j'avais deux adresses, l'une pour ceux qui arrivaient à pied, et une autre pour ceux qui arrivaient en voiture. Ça ne facilitait pas le repérage pour les visiteurs.
